区安监局三年欠商店16余万货款 留上百张白条

上百张白条让小商店老板很无奈

　　本报平顶山讯(记者 尚杰 文/图)在3年多的时间里，平顶山市石龙区安全生产监督管理局(以下简称安监局)用上百张白条，从该区一间不足 30平方米的小商店里先后“赊走”价值16.8万余元的物品。如今，在经历了三任局长和三任办公室主任后， 这笔欠账成了一笔要不回来的“呆账”。

　　而在记者采访中，石龙区安监局现任局长建议店主“找市、区财政批钱”。

　　忙活三年收回一大堆白条

　　石龙区距离平顶山市区有40多公里，是一个以焦化企业为主的省级产业集聚区。“兴隆商行”就位于该区财 政局斜对面，是一家不起眼的小商店。

　　50多岁的店主冯海军介绍，从2003年开始，他和妻子开始经营这家小商店，主要卖些烟酒、食品等百货 和办公用品。2006年下半年，石龙区安监局办公室人员开始频繁“光临”，用白条赊欠走了大量物品。经过核 算，截至2009年11月11日，该局共欠小店16.8092万元，其中，还有1.9977万元已经开具了 发票。

　　“现在店里运转不动了”，冯海军的妻子说，这个小商店是家里的主要经济来源，有了10多万元的欠账后， 经营陷入困境，几乎到了无法维持的地步。“每次去要都说没钱，为这事腿都跑断了”，“一直想着单位欠账没事 ，没想到现在一分钱也要不回来”。

　　听着妻子的唠叨，冯海军一脸愁容，坐在店里不停地抽烟。他说，3年间，他将石龙区安监局当做最主要的客 户，“没想到忙活了几年，收回了一大堆白条”。

　　连牙膏、档案袋都要赊欠

　　“东西都是通过办公室人拿走的”，冯海军拿出了整理好的一厚沓欠条。记者看到，这些欠条都是手写的，基 本上是一个消费的记录，落款签字的大多是石龙区安监局办公室人员，也有该局的司机，冯直接在欠条上标明了车 牌号。

　　粗略翻看一下，石龙区安监局赊欠的东西以烟、酒、饮料等副食为主，也有档案袋、圆珠笔、固体胶等办公用 品。价值600余元的宝丰酒，200多元一条的玉溪烟，几十元的食用油、绿茶、营养快线，都在欠条上有记录 。

　　其中，2009年1月15日的20多张取货条显示，“洋河蓝色经典酒一件、芙蓉王烟两条、山货一提”。 冯海军说，这是石龙区安监局为退休职工发的年货，“打一个白条，从我这里领走货，钱至今欠着，这一笔就有1 万多元”。除此外，看望病号的脑白金、牛奶也都是从店里赊走的。

　　更不可思议的是，就连牙膏、牙刷、香皂这些小物品也是赊欠的，并有多笔记录。记者翻到的欠条显示，20 09年9月14日，毛巾、香皂、牙膏、牙刷、洗发水各5套；9月15日，同样物品各23套；9月21日，同 样物品各2套。“这是为迎接上面检查准备的”，冯海平回忆说。

　　还有两张盖有公章的欠条显示了这笔欠账被多次移交，但始终未还。2007年11月7日所开出的2张欠条 上分别写着：“安监局欠兴隆商行烟酒款4710元整”和“安监局欠兴隆商行烟酒款72240元整”，并标明 欠款一事由原办公室主任王领昭移交给杨国强处理，1年多后，在2008年6月5日，这笔欠款又移交给现任办 公室主任赵国防处理。

　　“经历了三任办公室主任和三任局长，现在一分钱都没还”，冯海军说，欠账是在前两任局长任职期间留下的 ，第一任有8.3万多元，第二任有8.4万多元，冯海军说，去年11月石龙区安监局新局长上任后，他看到要 账无望，就停止了赊欠物品。

　　承认欠账但没钱还

　　4月19日下午，记者和冯海军一起来到石龙区安监局，在办公室内见到了该局局长蒋华。

　　“你还是为那事来的吧，老哥。”蒋华对冯海军说，局里办公经费很紧张,sunglasses armani，确实没有办法，他也知道小店有这么多欠账不容易，也很同情，但实在无能为力，“要是三千五千的还能给你凑 凑，10来万从哪里弄啊”。

　　蒋华抱怨冯海军不应该在没有要回欠款的情况下，一个劲儿地继续让局里赊欠，并建议冯去市、区财政局跑跑 。“我们花的每一分钱都是区里拨付的，只要财政局同意拨下来这笔钱，我一个子儿都不剩地给你。 ”

　　记者亮明身份进行采访。蒋华说，他去年11月份才来到石龙区安监局工作，兴隆商行的欠账是两个前任局长 留下的，跟他无关。“但这笔欠账确实存在，两任局长离任时都进行了审计，目前也在财务上挂着账”，“我们的 办公经费都是按人头拨付的，一个人一年3000多元钱，办公用的水电、车、油都很紧张，根本没 钱还账”。

　　一个小商店能从市、区财政要来拨款？蒋华说，之前冯海军说自己在财政局有关系，才让他这样做的。“如果 经济条件改善了，局里会逐步考虑解决的。”采访结束时，蒋华说。
