　　7个月初查：全面收集涉案人基本信息
　　交锋还没结束，办案人员结合证据进一步分析，既然曹小平在深农公司担任副职期间，都能大胆笑纳工程承建 商的贿赂款，那么他在南昌第二化工原料厂、南昌造漆厂担任一把手期间，在职工集资房建设、工程款结算等问题 上，极有可能管不住自己的手。


　　2010年3月31日，青云谱区检察院以受贿罪对曹小平立案侦查。同年11月16日，青云谱区法院支持 检察机关全部指控，认定曹小平受贿72万元，判处其有期徒刑八年零六个月。对于一审判决，曹小 平没有上诉。
　　在曹小平的主动“提醒”下，汤某“报答”的机会很快就来了。2002年9月的一天，曹小平给汤某打去电 话，说他要和朋友做生意，需要25万元，汤某爽快地答应下来。第二天下午，在曹小平的车上，汤某把用黑塑料 袋装好的25万元现金送到了曹小平手上。2005年3月，曹小平又以自己买房子需要用钱为由，打电话向汤某 要10万元。这回，汤某只凑了9万元给曹小平。


　　而当时曹小平负责国企改制工作，且其担任江西农药厂厂长兼深农公司副总经理近十年，“人脉 ”较广,香港六合彩。为不影响国企改制和侦查工作顺利进行，青云谱区检察院对举报线索确立了长期经营、慎重周密的侦查策略，展 开了长达七个月的初查，全面收集曹小平家庭财产、社交情况等基本信息。
　　毫无思想准备的汤某，在强大的证据攻势面前，一点点向办案人员道出了他和曹小平的交往始末 。



　　5小时突破：曹小平节节“败退”
　　通过南昌市青云谱区检察院的深挖细查，这对权钱交易场上的“难兄难弟”栽了。该院还从他们身上入手，挖 出了贪污贿赂案件11件11人(其中大案8件8人、要案4件4人、行贿案1件1人)，包括曹小平的前任―― 南昌造漆厂前厂长李忠和、李三罗、刘向群受贿窝案。截至目前，法院对曹小平等人全部作出有罪判决。而汤某案 也在进一步调查中。
　　地下水工程2008年初就已完工，可直到青云谱区检察院2009年下半年调查时，这600余万元的工程 尾款仍然没有结算。李某在此期间，会不会主动向曹小平“示好”呢？该院检察官准确判断，未结清的600余万 元地下水工程款可能是全案突破口，必须从李某身上打开缺口！

　　曹小平与工程承建商汤某的交情，从1997年到2010年曹小平落马，已经有13个年头了。在这13年 当中，汤某见证了曹小平的升迁，从南昌第二化工原料厂厂长到江西农药厂厂长兼任南昌深圳农产品公司(下称深 农公司)副总经理(副处级)，2008年5月曹小平还兼任了南昌造漆厂厂长。曹小平则看着汤某的业务蒸蒸日 上，并毫不客套地先后四次收了对方42万元贿赂款,如何窃听手机，占个人受贿总数的一半以上。

　　果然，青云谱区检察院传唤李某到案后，他说出了为曹小平报销汽车修理费、招待费2.2万元的事情。随着 调查的深入，李某还承认自己为拿到600余万元的工程尾款,成都手机窃听卡 120司机醉驾撞车后叫医院副院长顶包ww，曾向曹小平行贿10万元。
　　工程承包商：懂得感情投资，善于“以钱开路”


　　通过调查取证，青云谱区检察院发现曹小平的家庭财产远远高于其工资收入，且曹小平与省内一家建筑公司的 胡某、武汉一建筑集团的李某和汤某等工程承建商经常电话联系，常年与胡某等人在宾馆赌博甚至吸毒。相关知情 人还反映，深农公司昌南物流中心实际由李某等人承建，且物流中心与李某还有600余万元地下水工程款没有结 算。
　　就这样，曹小平分四次共收受汤某42万元贿赂款，至案发时都没有退还给汤某。
　　缺口一打开，青云谱区检察院立即将曹小平“请”来，与曹小平展开了正面交锋。


　　目前，法院对由曹小平案牵出的祝水泥、李忠和等贪污受贿被告人，已全部作出有罪判决，除祝水泥因不服一 审法院未认定其具有自首情节上诉外(今年3月二审法院改判，对其宣告缓刑)，其他被告人均表示服判，没有上 诉。
　　1997年，曹小平在南昌第二化工原料厂担任厂长时，汤某是该厂一个建筑项目的承包人，两 人由此认识,华中红客基地。1998年上半年，该厂拍卖机械设备等物资，汤某中标。为感谢曹小平的照顾，汤某在曹小平的办公室里，将 5万元现金送给曹小平。


　　第二回合，办案人员将曹小平包养情妇、与工程承建商胡某等人长期开包房赌博、吸食毒品等情况，一一向他 抛出，使得曹小平心里直发虚。曹小平的心理防线步步崩溃，陆续交代了他在深农公司旧市场改造、水稳料供应业 务和土建等工程中,华中红客，分别收受工程承建商胡某、熊某等人10余万元的犯罪事实。
　　有来必有往。之后，曹小平又把南昌第二化工原料厂的集资房项目交给了汤某，并在工程款的结算等方面给汤 某较多照顾，汤某因此多次表示要好好感谢曹小平。

　　2008年5月，曹小平兼任南昌造漆厂厂长，汤某承揽的南昌造漆厂项目在老职工宿舍拆迁过程中遇到了困 难。2008年11月，汤某约曹小平在咖啡厅见面，请曹小平帮忙。从咖啡厅出来后，汤某在曹小平车上，把用 信封装好的3万元现金送给曹小平。
