SEF/SEO stopping template from operating (except on house)

Hello there everybody,
Cheap office 2010,
completely new but have study all of the help/documentation and (nearly all) forum posts concerning SEF/SEO difficulties but i am having a particular issue that i can find an answer to. (if this dilemma has already got an solution make sure you let me know exactly where
using Siteground shared hosting
Joomla v1.five.seven (new set up without alterations/addtions)
when turn Search engine optimization url's on in world wide configuration (i've had to alter htaccess.txt to .htaccess ) the features operates nicely.
the problem arrives when i visit any other page about the website,
Office Standard 2007 Product Key, the template fails to load and i've just the base content material without styling and so forth...
some fixes i've already looked into:
- I've set up joomla about the root directory
- I've checked: apparently mod_rewrite is on within the server (however when i "uncomment" the mod_rewrite is on line in htaccess i get a server error 500 ((might this indicate that mod_rewrite is not on for my server?)))
- I have also tried "uncommenting" rewritebase \ in htaccess (i do not get a sever error 500,
Cheap Windows 7 Enterprise, but this make no difference to the template problem)
I have found one other forum post with this problem,
