Baltimore Child Protection Services & Bail Bondsman ‘Stole’ 3 Children The Baltimore CPS
There are cases of lost children,cardy ugg boots, child abuse, neglect and disruption of reunification goals in Baltimore Child Protective Services.
The chaos leads to a case of child stealing as a resulting effect. In essence, 3 children involved were taken to the child protective services by emergency field workers, while the mother’s bail (on a false and later dismissed case) was being revoked. The revocation was not the reason for the children being taken into custody.
Two children were in the home, with a babysitter, when the bail bondsman arrived to revoke the bail. (The 3rd child was not yet born.) The bail bondsman refused to allow the babysitter to keep the children and was made to go home while the bondsman kept the children in the home while waiting for the mother. When the mother finally arrived,ugg cardy sale, she was greeted by the bondsman and was promptly handcuffed. Her children were scared and confused by the strange man and events, so she asked the bondsman to remove the handcuffs so she could comfort her children. She was denied and soon after, the Baltimore Child Protective Services arrived, taking the children into custody while the bondsman escorted the mother to the commissioner for the revocation.
The mother had not been able to pay the final $100 of the bail money she owed and that is why the bail was being revoked. The mother called a friend for the bail money, to avoid incarceration, and the friend was quick to respond. The mother’s bail was reinstated without having to return to jail.
When walking out of the commissioners office, she began frantically calling the CPS to let them know it was all dropped and was anxious to get her children back. Instead of returning the children, they told her that she would have to entertain a hearing which would occur days later.
Initially, the bondsman forced the caregiver [sitter] to leave, which is the reason the mother lost the children. If he had allowed the sitter to stay, it would have been a sufficient provider, who was equipped with family phone numbers and provisions for emergency. The mother’s Aunts, Uncles or even grandmother would have been willing to care for the children until the issues were resolved but the bondsman took away that opportunity.
However, the responsibilities of the CPS were to reunify. They determined that they were unwilling to return the children and were not clear as to why. The reason the bail was revoked was no longer an issue and the charges (reason why she needed bail), were later dismissed.
The CPS did not cooperate with judges orders to set visitation on a schedule. The CPS did not allow the mother and children to enter a program designed to reunify children and parents, even though the mother had full support from the program representatives. The CPS placed the children in a home where the presiding ‘mother’ took great liking for one of the children. So much so, that the children were calling her ‘mom’ during visitation. When the mother asked why that was happening, she was told by the presiding ‘mother’, in front of CPS (who did not counter/contradict),ugg classic, that it was less confusing for the children since she had other children (her own) in the house, calling her ‘mom’. A CPS worker was assigned to the mother to discuss reunification goals, investigate the home, etc. The CPS worker assigned,LinkVendor - Professional SEO Tools, who had no children of her own,  was not helpful in that process.
The mother finally gave birth to her youngest. The baby was born early and the hospital kept her for some extension of days to be certain she was healthy enough to be released.
Initially, CPS told the mother, that she would be able to take the youngest home, but on the night she was to pick the baby up from the hospital, the CPS worker overseeing the case -Michelle Moore Powell- called the mother  to tell her that plans had changed. The mother would not be able to take the baby home after all. The worker then told the mother that another worker(s) from CPS was already on the way to the hospital to take custody.
The CPS worker lied. CPS did not have any workers on the way to pick up the child. The mother was accused of deserting the child and was denied custody. She was never able to regain custody of her children. This was in 1994.
