7月16日，佛山市纪委发公告，市一医院感染科主任罗红涛利用开具医药处方收取巨额回扣，涉嫌严重违纪违法 被立案调查，目前已移送司法机关依法处理。罗红涛在2002年全球率先应用M ARS技术治疗世界首例SARS患者名噪一时，如今因滥用药品大肆敛财，由举报人连续三年向当地有关部门举 报，今年3月17日人民监督网率先披露关注。

罗红涛出事前接受媒体采访时称，举报者是因违纪开除了的医生，三年前就开始写信给纪检监察部门举报过她，最 终举报信也落入罗的手中，不过这次再也没有逃过纪检部门的查处落入法网。

　　■举报　开医药处方收巨额回扣

　　昨天上午，南都记者拿到了举报人的材料，题目为《一年科主任，百万雪花银》。举报人以“一位退役的有良 知的医药代表”的身份，悉数罗列了从2005年6月罗红涛在任市一医院感染科主任期间敛财的手 段及数额。

　　开具医药处方收取巨额回扣，是罗红涛最主要的敛财手段。举报材料说，罗以规范科室用药为名强制推行其自 行制定的印刷医嘱，其他医生一律不准随便加减。罗规定重症病毒性肝炎必须用的药针剂是凯时、甘利欣、古拉定 、复达欣等，口服必用肝苏冲剂。举报人称，印刷医嘱有归档的病历资料为证。

　　“如果开出的药剂有明确的规定范围，就很难被查证。”昨日一不愿透露姓名的医生坦言，罗红涛如私设科室 “协定医嘱”，很大可能是为获高额回扣，为关系药商大开方便之门。

　　举报人详细列举了每种药每天的用量，以及价格、回扣，仅此一项每年罗可获取回扣60多万。据称罗通过门 诊代理药品、节假日、出国旅游、举办学术会议等借口向医药商索要赞助。“2006年9月仅葛兰素史克公司就 赞助9万多元；2007年9月罗氏独家赞助15万多元。”据称这些钱大部分进入罗个人口袋。

　　以上种种，罗红涛每年索取回扣及赞助费超过100万元，一直持续到今年3月被查，举报人怀疑罗敛财四五 百万。此外，举报人还举报了罗红涛科研学术造假、滥用药品等问题。

　　■身份　罗称举报者违纪被开除

　　这份内容翔实、极具专业性的举报材料，在专业人士看来，绝对不是“一个有良知的医药代表”所能，分赃不 均或者与上司争夺权力出现“互咬”并非没有可能。

　　不过，这个说法或多或少在罗红涛本人的口中得到了验证。罗之前在接受人民监督网记者采访时称，“举报者 是科室医生，因违纪被开除，三年前他写信给纪检监察部门举报过我，你们现在采访的内容与三年前写给纪检监察 部门举报信内容一样。”

　　举报人称，三年前其举报信毫发未损落到了罗手中，
这与罗的地位及掌握着当地巨大的人脉有很多关系。今年再次举报，他在材料中特别叮嘱，必须要佛山市以上或广 东省纪委调查，不然又会不了了之。

　　昨天上午，南都记者多次通过电话、短信和电邮与举报人联系，均未得到回应。

　　■纪委　涉嫌严重违法被立案调查

　　“她已经出差1个月了，如果您要预约的话，暂时不能为您安排。”昨日市一医导诊台导诊员告诉记者，目前 没有办法安排罗红涛主任医师接诊患者。另外通过“114”电话预约热线等市一医现有信息化预约手段，也不能 直接预定罗接诊具体时间。

　　7月16日，市纪委发布消息：市一医院感染科主任罗红涛利用开具医药处方收取巨额回扣，涉嫌严重违纪违 法被立案调查。目前，该案已移送司法机关依法处理。另据医院内部人士介绍，同时接受调查的还有感染科其他医 生。目前，罗涉案的案情和金额，市纪委只是用了“巨额”，其他未对外公布。

　　■院方回应

　　3年前就收到过举报

　　罗红涛“出事”并非突然。3个多月前，当人民监督网帖披露罗红涛“丑闻”时，记者就采访了市一医院纪检 书记陈家柏，其称三年前就接到类似举报。

　　记者：举报罗主任的网帖，列举了她受贿的数据，是否真实？医院有无调查？

　　陈家柏：主流网站、媒体还没登载这一内容，说明数据还没得到核实。2008年医院收到一份匿名举报，跟 这次出来的数据一模一样，当时纪委就成立了专案组，否定了当时的举报。

　　记：举报帖称罗主任开出的治疗药物品种比较固定，药价都比较高，因此她获得了高额回扣，医院有无监控过 ？

　　陈：网上说的那些药价不是最终依据，医院药费定价依据来自物价局，目前商业贿赂只要超过5000元都要 立案，谁都不想犯法。

　　记：举报帖涉及医德医风问题，医院方面有何措施避免不良影响？

　　陈：在最终调查结果出来前，罗主任还是要上班。目前医院都用视频监控各诊室，防止药商随意进入，希望尽 可能把商业贿赂几率降到最小。

　　昨日陈家柏再次回应记者，最近两天在休息，市纪委立案一事他也不清楚，以纪委的说法为准，具体等上班后 答复。
