村委会被指私自发包千亩土地 多数村民不知情

　　“我们现在没塘搞养殖了。”2011年7月6日，佛山市三水区青歧村灶岗村小组村民李相(化名)，站在 北江大堤灶岗村段，指着大堤下方的一大片鱼塘，大声说“在大多村民事先不知情的情况下，1000多亩土地已 被村委发包给南海一家水产企业，而我们都不赞同。”

　　鱼塘改造后发包给企业

　　村民有异议

　　李相介绍，灶岗村原有40多名养殖户，2009年底，多数养殖户的鱼塘租期已满。当年年底，青歧所属的 西南街道决定在青歧开展农业园区建设，决定对灶岗村的鱼塘进行改造。2009年下半年，青歧村委在灶岗召开 村民会议，公布灶岗村鱼塘改造方案。

　　“干部们在开会时说由政府出资改造鱼塘，改造好后再还给灶岗村民耕作。考虑到鱼塘改造好后对养殖有利， 村民也就基本上都同意。”他告诉记者，村民原以为很快就可以承包改造好的鱼塘养殖，但是原本预计在第二年( 2010年)5月就能完工的改造工程，后来一直拖到10月份都没完工。“事情发展至此还不算太坏，出人意料 的是结果。”李相很是愤慨。

　　2009年9月，灶岗村小组组长冯光图和副组长李瑞光，在事先没有经过村民同意的情况下，与南海某水产 企业签订了土地承包合同，以每年1500元(以后每5年租金上调10%)的价格，将村里的1067亩土地( 包含鱼塘)出租，租期为30年。

　　“鱼塘改造已耽误了一年的(养殖)时间,nike zoom kobe v release date，再把村里的鱼塘出租30年，让我们村的养殖户上哪找塘养殖？”灶岗村村民李划(化名)告诉记者，养殖所得 是村里不少养殖户的主要经济收入，如今鱼塘被全数发包，养殖户只能外出打工或到其他地方承包鱼塘。但是，“ 全家老小都还住在村里，如果青壮年都出去打工或包塘，就没有人照顾他们。”现在，李划和其他养殖户都面临着 两难选择。

　　带着村民反应的问题，南方农村报记者联系灶岗村原村小组组长冯光图(2010年年底任期满)。“谁说我 们没有开村民会议，如果没有开村民会议，不通过他们(村民)同意，能签这么多名字吗？”对于村民提出的没有 开村民会议的置疑，冯光图一口否认,瘫痪老人疑在敬老院时常不能翻身 身上爬满蛆虫。他说，会议上超过三分之二、共计79户的村民签字表示同意将土地发包给企业，所以相关的发包手续都是合法 的。

　　原村小组副组长李瑞光也表示，当初发包鱼塘的事情，是召集过村民开会商讨的。“不过，当时由于有部分村 民捣乱,台湾警察诱骗初中女生发生性关系获刑3年，所以会议才开了几分钟。”他说，村民们之所以在事后签名反对发包鱼塘，是因为村里反对发包鱼塘的人出钱买 签名，每个30元。

　　“哪是跟村民商量怎么发包土地的村民会议，简直就是告知会。村民之所以吵闹，是因为得知村干部已将土地 全部发包给外面的企业，大家觉得利益受损被骗，这才大声责问的。”李相说,Air Max 2011，关于冯光图等人发包鱼塘的事情，在没开会前没几个人知道，连当时村小组的一些干部都不知道。

　　而对于签名给30元的事情，李相一概否认。“大家都是出于愤慨才签名的，都是为了村民利益。”为了表示 清白，他还表示，愿意公布签字名单，只要其中有一个人是因为拿了30元才签名的，该名单就作废，他也不会再 反对这次发包鱼塘事宜。

　　“反倒是村干部(指冯光图等人)说的那份名单，里面可能存在冒签、假签、威逼利诱签的,supra skytops。”李划说，他曾要求冯光图出示并公布同意发包鱼塘的村民签名，但冯光图一直不肯给，表示“不是谁都有资格 查看”。“越不肯公布就越表示他心虚”,nike air max uk，李划说，不同意发包鱼塘的养户已有70多户，全村才110多户人家，哪还有70多户能签名同 意发包鱼塘？
