  钻两小时内免费换乘的空子,专门替人刷卡挣钱,一篇《成都惊现靠刷公交卡挣钱新职业!》的网络帖子再度 引发市民对IC卡使用政策的热议。此事已经引起成都市相关部门的重视。记者获悉,成都市公交集团公司昨日召 开了专题会议讨论此事。究竟怎样才能既方便市民又能遏制代刷行为?本报热线86969110今 日等你发言。

  发帖:刷公交卡成“职业”

  从去年5月1日起,成都市公交集团公司对乘坐市区公交车的IC卡消费者实行两小时内免费换乘的优惠。免 费换乘给市民的出行带来了极大的便利,“平均下来,每个月要节省至少一半的出行费。”张先生每天要转一次公 交车才能到达单位,实行免费换乘让他每天都能节省费用。

  可是却有人打起了歪算盘。近日,网友“绣舞”在四川在线天府论坛发帖说,“每趟车到站时,都有一个男子 站在车门边用公交卡给没有卡的人用。上车的人拿他的卡刷完之后,再从车上递下来给他,同时还要补还他现金― ―空调车两块,普通车一块。”“绣舞”发现,这些靠刷公交IC卡挣钱的人,在钻两小时免费换乘的 空子。

  算账:帮人刷卡一天能挣300多元

  帮人刷卡挣钱,看起来是个小本生意,可是网友“绣舞”仔细算了一笔账之后,发现里面大有赚头。“绣舞” 随后以他在新南门乘坐55路的一次经历举例,当时一趟空调车过来,这个“刷卡男”收了一乘客2元钱,并帮其 刷了一次卡,“刷卡男”尽挣一块钱。

  按公交发车频率来算,每两分钟至少会有一辆公交车进站,就算未必都是空调车,“刷卡男”每五分钟只需说 服一名无IC卡的人用他的卡,就可以至少挣0.5元。两小时之内,他的卡都不会被重复扣款,那他两小时至少 可以挣30元,“如果两小时可以赚40元左右,一天8小时就可以挣300多块钱。”

  调查:有人一个小时刷卡20多次

  记者观察:一妇女4小时成交17次

  本报记者之前经过连续几天的调查发现,这部分人身上带有几十张公交卡,公交卡俨然成了这些人的提款卡。 经过长期的“实战”,他们在应对司机方面已经十分有经验,上车把卡刷了马上下车,还谎称与乘客相互认识,司 机发现之后也无奈。记者当天进行了长达4个小时观察,一名中年妇女做成了17笔交易。

  “代人刷卡挣钱的情况几乎每天都有发生。”成都市公交集团一位负责人告诉记者,前几天他随机抽查高峰时 段的刷卡情况时就发现,一张相同卡号的公交卡在一个小时内刷了20次!如果这个市民一次只乘坐一站路,每一 站所需时间至少3分钟,一小时内他也不可能乘坐20次。“这种现象肯定不正常。”该负责人说,几乎每次随机 调查时都能发现一张卡某一个时段内集中刷卡10次以上的现象。而在他们的调查中,发现有市民先上普通车刷卡 后,马上下车刷空调车,”这种情况我们并不限制,因为两小时内免费换乘本来就是为了方便市民,但是恶意刷卡 的现象绝对不允许。”

  公交公司:只能先加强监督力度

  公交公司相关负责人无奈地说,办理一张公交卡第一次最低充值10元钱,便可享受乘坐公交车每人次5角的 优惠,而且刷卡后的2小时内可转乘其他任何公交车。到目前为止,并无相关法律明确“刷卡男”的行为违法,所 以公交公司也束手无策。记者了解到,许多省外城市都设置了刷卡间隔时间,比如广州之前就设置了每隔三人才能 刷卡的程序。“在技术上我们也能做到这一点。”该负责人说,到目前,该公司的载客量已经达到每天300万人 次左右,就是考虑到为了限制小部分人的行为,却给大多数乘客带来不便,所以才没有限定刷卡间隔时间。而在他 们的调研中发现,无论采取何种措施限制恶意刷卡,都会影响真正需要多次转乘市民的需要,这样一来也就违背了 当初实行2小时免费换乘惠民的初衷。

  恶意刷卡的现象增多,引起了成都市交委和公交公司的重视。昨日下午,成都市公交集团高层召开会议,专题 研究了这个问题。相关负责人透露,在没有最好的解决办法出台之前,为了保证大部分人的出行方便,该公司目前 只能采取加强督察力度、派人到重点站点检查等措施。其中,还将对有问题的卡进行追踪。相关负责人坦言,就算 抓到恶意刷卡的人,他们也只能劝导,更多的还是希望市民能提高自觉性,不要配合那些钻空子的人 。

  遏制代刷:拨86969110支招

  据了解,并不仅仅是成都才有类似现象发生,asics onitsuka tiger,广州、杭州、洛阳等城市也出现了专门钻公交IC卡空子赚钱的人。广州、洛阳两市都出台针对此现象的政策, 以罚款的形式来打击此类现象的发生。羊城通公司还通过技术手段将“公交月票卡隔三人便可再刷”屏蔽,设置为 同一辆公交车一天不能刷第二次。

  记者昨日在红星路广场公交站台采访时,市民秦女士建议称,公交公司可以限制换乘免费刷卡的次数,比如两 小时内同一张卡只能刷6次、8次或者10次,“我最多一天换乘了三次,设置为6次已经足够。”也有市民认为 公交公司应该规定第一次刷卡和第二次刷卡的时间间隔,比如5分钟以后才能刷第二次。

  近日,就有网友发帖称,有人钻成都市对刷IC卡乘公交车实行两小时内免费换乘空子,将其当成赚钱的新营 生。

  帖出有因,查有实据。尽管我们相信,这样的人只是少数,但他们损害了公家利益。这些人的行为是在巧取豪 夺公家利益,同时也刷掉了作为社会人应有的诚信。

  君子爱财,取之有道。我不知道这些人在对自家孩子进行言传身教时,是否能理直气壮地说:别撒谎,在学习 上不准弄虚作假。

  人而无信,不知其可。这些人其实应该明白,他们以此投机取巧的方式中饱私囊时,是在消费着自己的诚信, 同时也降低了作为一个社会人应有的素质。在这样重复的刷卡行为中,诚信也就在被重复地消费掉,被一元两元钱 “买去”了。

  有需求,就有市场。这种现象同时说明,存在着让这些人得逞的所谓“需求”。因此,提高刷卡者和所谓需求 者的诚信,提高市民素质,才能杜绝这种现象,从渠道和源头杜绝这种让人不齿,甚至不法的行为。

  这种现象还说明,这种优惠存有漏洞。相关部门应当切实行动起来,查漏补缺,让这些将此当成营生的人无法 钻到制度的空子。
