村民自组夜间巡逻队 敲锣巡夜震慑盗贼
 

　　本报汉中讯（记者 李彪） 夜间巡逻，这样的场景在城市里很普遍。但在城固县的310个村子里，也活跃着由1600余名农民组成的农村 巡逻队，他们用敲锣巡逻等方式为农民财产安全筑起一道安全的防线。

　　全县村村都有农民巡逻队

　　城固县博望镇二村有2000多名住户。由于是城中村，人流量比较大，以前经常发生居民家中被盗的事情。 从2000年开始，村里8个村民小组就组成了20多人的巡逻队，从各村小组抽出年富力强、有责任心的村民担 任巡逻员，夜里在全村进行巡逻。特别是每年春节、夏收秋收、五一、十一长假等重大节假日和盗窃、失火事件高 发时期，巡逻队员基本上从每天晚上11时到次日凌晨5时许才结束巡逻工作。

　　二村是城固县内组织巡逻队比较早的村子。由于村子面积比较大，队员们巡逻一遍要走上一两个小时，尤其是 村子里的一些僻静地点更是巡逻重点。在巡逻过程中，队员们都会敲一两下锣，既能震慑盗贼，也给熟睡的村民提 个醒。

　　“我为大家守一夜，大家为我守一月。”2月3日，城固县委常委、政法委书记黎建军表示，县上部分村根据 本村规模、面积、人口等实情,ferragamo sale，抽调村干部、村民组成安全巡逻队，收效很好。县上及时肯定这一做法并在全县推广，目前，全县310个村、 7个社区居委会普遍成立了类似的治安巡逻组织。

　　巡逻队协助破获大量案件

　　“晚上睡觉的时候，听到巡逻队的锣声，就觉得比较踏实。”博望镇二村一位张姓村民说，“现在小偷知道有 巡逻队守夜，都不敢来了。”据介绍，较富裕的村子给巡逻队员一定的补贴，不富裕的村子巡逻则是义务的，但村 民们都积极参与，他们也尝到了巡逻队给大家生命财产带来的安全“甜头”。

　　崔家山镇草坝村早年从外地购进2000多棵优质枇杷树栽在村道两旁。为了防盗，该村2000年起抽调干 部6人、村民12人分成三班，轮流守夜巡查。几年过去了，不仅枇杷树没丢一棵，村里失盗案件也大幅减少。“ 自主巡逻、轮流守夜”这项传统一直保持至今。

　　巡逻队员还协助侦破了大量的刑事和治安案件。二村在2003年、2006年间分别抓住了一伙偷摩托和铝 合金门窗的窃贼。2008年1月15日晚，董家营乡湖广营村村民治安巡逻过程中，发现一辆脚踏车形迹可疑， 便上前盘问，车上人转身就跑，巡逻人员紧追不舍，将其擒获。后经公安机关检查，车上装有五金工具、洗衣机、 大米、各色衣物等约2000多元的盗窃物品。

　　黎建军说，巡逻队和县上其他防控措施一起构成了多层次、全方位、立体式治安防控机制，全县案件持续减少 ，群众安全满意率不断提升。数字显示，今年春节期间该县共发生各类刑事案件6起，治安案件19起，火灾7起 ，同比下降20%。
